Archive outdated SEARCH tickets and merge with SOLR as SEARCH

      As discussed in summit 19session, SOLR project on Jira should be merged with SEARCH, so as to stop confusing between Solr and SOLR, to make easier to non-initiated to find/report issues about indexed search, and to keep valuable suggestion/feedback from old Lucene-based search server available for reference.

          Edit: actual workflow:

          1. Set all resolved SEARCH/SOLR tickets to appropriate version, otherwise to catch-all version
          2. Close as many obsolete SEARCH tickets as possible
          3. Create versions, components, and component versions in SEARCH identical to SOLR ones
          4. Move tickets from SOLR to SEARCH
          5. Update SEARCH project details and roles
          6. Delete SOLR project (Note: redirects might take a day to get in place)
