        Does the Manifest functionality fix this i.e. will Picard 2.0 load a plugin without a manifest? 

        What about plugins that the user has written and put in the plugins folder?

        #672 does not fix this ticket. Was there another change that fixed it? If so, any chance that you can add the commit details. If not then this ticket probably needs to be reopened.
