Picard creating empty ID3 TIPL / TMCL / IPLS frames

      I just noticed that Picard 1.4.2 seems to be tagging my files with an empty id3v2.3 IPLS tag when the album contains no specific involved people data. IPLS is certainly not a required tag, so it should not be present unless there is something to be stored in it.
