Test and integrate support for "local" cover art into Picard

      Two different options for local cover art are available at http://forums.musicbrainz.org/viewtopic.php?id=2437 (one modifying existing plugin, another a separate plugin)

      Both possibly need patching/checking for compatibility with 0.15+ alongside provision of options to control cover art sources. It'd be good to integrate this into Picard as done by the initial user so that prioritization of sources can be configured and applied.

      (since this ticket was originally logged, cover art support is built into Picard)
