Allow plugins to link to documentation

      Allow plugins to specify a help URL and show some kind of help button / link to open it.

      E.g. plugins could provide a PLUGIN_USER_GUIDE_URL as proposed in https://github.com/metabrainz/picard-plugins/pull/243/files
