Allow plugins to link to documentation

      Allow plugins to specify a help URL and show some kind of help button / link to open it.

      E.g. plugins could provide a PLUGIN_USER_GUIDE_URL as proposed in https://github.com/metabrainz/picard-plugins/pull/243/files

          This could also be used to provide a User Guide link on the listing for the plugin on the Picard Plugins page, if there was a link URL provided in the plugin. That could provide additional information for complicated plugins such as Classical Extras.
