Picard currently shows the uninstall button for globally installed plugins, even if they are in a not writeable location. Picard even shows them as uninstalled afterwards, but after a restart they are available again.

I propose that Picard should not show an uninstall option for globally installed plugins, only for plugins in the user plugin folder.
