Original design of the "Instrumental" attribute on the Work-Recording relationship:

So if the Work-Recording relationship has the "Instrumental" attribute, I think Picard should ignore the "Lyricist" Work-Artist relationship. It may also make sense for Picard to change the lyrics language data to "zxx" on that recording.
