Add keyboard shortcut for Tags From Filenames and allow to place it in toolbar

      Promote the Tags From Filenames tool to a full featured action with a keyboard shortcut and the ability to add it to the toolbar. It should not be part of the toolbar by default, but the user should have the option to configure it in Options > User Interface
