Provide binary distributions for Windows and macOS on PyPI

      Picard is available for install from PyPI, but requires building for source. This requires build tools that might not always be installed on Windows or macOS.

      Provide binary distributions on PyPI for those platforms. Also add an entry point for Windows so an actual picard.exe will be available.
