Submit cluster as release opens on 0.0.0.0 if "Listen only on localhost" is disabled

      Submit cluster as release opens http://0.0.0.0 instead of http://127.0.0.1 if "Listen only on localhost". While this often seems to work it is technically wrong, as 0.0.0.0 is only a placeholder.

      Browser integration should always open on local machine.
