When Picard is installed via MSIX (Microsoft Store or winget) the configuration and plugins are in a different path than the usual:
%appdata%\MusicBrainz
%localappdata%\MusicBrainz\Picard\plugins

yet the Options dialog still attempts to open them and fails when they don't exist
Plugins-> Open plugins folder
Advanced -> Maintenance -> Open folder (also shows wrong or non-existing configuration file)

For the MSIX install the files actually reside in:
%localappdata%\Packages\MetaBrainzFoundationInc.org.musicbrainz.Picard_kef61k5a7g40j\LocalCache\Roaming\MusicBrainz
%localappdata%\Packages\MetaBrainzFoundationInc.org.musicbrainz.Picard_kef61k5a7g40j\LocalCache\Local\MusicBrainz\Picard\plugins
