Localize XDG desktop file

      For platforms following the XDG desktop specification (i.e. essentially all Linux / BSD desktops) Picard ships a .desktop file for creating a menu shortcut.

      This file allow localization of user facing values (app name, short description). See https://specifications.freedesktop.org/desktop-entry-spec/latest/ar01s05.html

      Picard should allow localizing the content of this file.
