As in http://forums.musicbrainz.org/viewtopic.php?pid=19213 (and I'm sure reported somewhere else) it'd be useful to have such a variable at file naming time reflecting the existing file name (without path; and without extension).

It doesn't have to be available at tagger scripting time to be useful - as that'd be blocked by PICARD-259 anyway.
