Picard requires charset-normalizer < 3.4.0

      FYI...

       

      Problem: nothing provides requested (python3dist(charset-normalizer) >= 3.3.2 with python3dist(charset-normalizer) < 3.4)

       

      Fedora 42 (currently rawhide) uses

      python3-charset-normalizer-3.4.0-1.fc42.noarch

      so I receive the above error when trying to build.
