When Picard makes a webservice call to retrieve Release information, it includes `inc=user-collections` in the call if the user is logged in to the server. In a certain edge case described in PICARD-3137 Log out from server when user changes server address, this can result in Picard failing to load Release information from a local replica MusicBrainz server, even if the user doesn't want Picard to use user-collection data.
Picard avoids similar problems related to user genres and ratings by having Preferences/Options settings to disable Picard's handling of user genres and ratings. I propose adding a similar Preferences/Options setting to disable Picard's handling of user collections.
