When multiple genre sources (recording, release group, artist) contribute genres with equal vote counts, the genre written to files can change on every reload, preventing albums from ever reaching 100% match.

Steps to reproduce:
1. Load a release where the recording has genre "modern classical" (count: 1) and the release group has genre "electronic" (count: 1)
2. Save the files
3. Reload the same files into Picard
4. Observe that Picard now wants to change the genre back to the other value
5. This flip-flops indefinitely
