I don’t know which UI elements are supposed to have tooltips, but they are not appearing anywhere in Picard. One place where I would expect them are the debug options in the Log View, because I’m translating that bit and there are strings for tooltips. Other software on my Windows 11 pc doesn’t have this problem, so it seems to be specific for Picard.
