"picard-cli plugins install ." gives an error about the plugin not being in the registry

      Trying to install a local plugin from within the plugin folder itself with:

      picard-cli plugins install .

      Gives an error

      ✗ Plugin "." not found in registry

      Same with "..". picard-cli should detect this as a local path, not an ID
