If Picard was built with updates check disabled the update level setting must be hidden

      The Startup options show the update_level ("Updates to check") setting, even if Picard was build with the --disable-autoupdate option.

      The "Check for program updates during startup" and "Days between checks" options are properly hidden, as expected, just "Updates to check" stays visible (but has not effect).
