Sort debug options by translated name and show CLI name in tooltip

      The debug options menu (Log View) currently lists entries in enum-definition order rather than alphabetically by their displayed (translated) name, making options hard to locate in non-English UIs.

      Additionally, the tooltip only shows the description, so there is no way to tell which CLI --debug-opts name corresponds to a given menu entry.
