Plugins do not load / run in a consistent order

      Plugins do not run in a consistent (e.g. alphabetical) order - they currently run in the order files are presented to Picard by the o/s which is not necessarily alphabetical.

      This can lead to inconsistent results on 2 PCs which are otherwise identical.
