Picard can't actually be used with PyQt 4.5

      We claim to support PyQt 4.5, which supports Qt 4.5.1 (https://riverbankcomputing.com/news/pyqt-45), but QIcon.fromTheme, which we use at https://github.com/metabrainz/picard/blob/master/picard/ui/util.py#L78, has only been introduced in Qt 4.6 (https://doc.qt.io/qt-4.8/qicon.html#fromTheme).
