Currently the artist-series founder relationship is restricted to event series according to the guidelines https://musicbrainz.org/relationship/bf846051-084c-4c49-b0af-17c61c428572
Other series types can have a founder too, basically just modify the guideline text, no code mdification needed.

      e.g. artist award series

Yes, the idea was always: "there's a businessman or executive producer or whatnot that started the series", as opposed to "this is a series of releases of artist X". I'm not sure how to make it more clear - but I guess that's because saying an artist is the "founder" of a grouping of their own releases sounds absurd to me so I never even considered it as a possible use.

Can you clarify "person behind the series, not the first artist(s) in it" and how it relates to STYLE-1951?
I was under impression the founder relationship was meant for persons who created a series but are not the artist of the contained releases or release groups (like in the Jazz Time example):

Do you have any other examples than awards? I guess because awards are kinda like events, that fits, and we could expand it to that.
