Add "SteelBook" to the list of release packaging types.

      SteelBook cases are metal versions of keep cases. Often soundtracks are included with special editions of movies and games shipped in SteelBooks.

          [STYLE-303] Add "SteelBook" to the list of release packaging types.

          Hmm. We already have metal tin, which this effectively kinda is, but I guess we could have this too - packaging is such a mess of trademarked box names that I tend to avoid it, to be honest, hence why a lot of packaging tickets are old and unloved.
