Option to automatically load Release MBID, but not standalone Recording MBID

      There are performance issues with loading standalone recordings / non-album tracks automatically in Picard.  There should be an additional level of configuration between enabled/disabled for "Ignore MBIDs when loading new files" so that users can control the level:

      1. Automatically load from Release MBID or not
      2. Automatically load from (standalone) Recording MBID or not
