This API endpoint is part of the dataset submission process, the CLI send the lowlevel data without any MBID to the server that uses the md5_encoded to check for duplicates.
Server Actions:

• returns the MBID retrieved if a duplicate exists and discard the data
• store the data in the DB, generates an UUIDv4 and returns it to the client
