Incremental dumps right now dump data from the previous dump in the series to current time.

We should add support for "full" incremental dumps, that is dumps which dump data from the beginning of time to the current time. This would allow users to just download the latest "full" incremental dump and apply lesser number of dumps to get to the latest data.
