So, I was adding events from my local area, and one event was hosted at Patio Doña Rosa, a venue that is within the Concordia departamento, but not Concordia proper. To give you an analogy, a departamento is practically like a county in the US, with a heading city/town and various minor villages and towns around within it.

Departamentos are used across all provinces (except Buenos Aires, which also uses partidos). Currently, though, they are not really used on the database, so in the case of the aforementioned venue, it doesn't really fall squarely within Concordia (since it's a few kilometers outside the city), but it's also not within any other location, and using "Entre Ríos" is too vague. The only proper way to implement this would be to introduce a "Concordia Departamento" location which has part Concordia, and which is part of Entre Ríos.

However, the issue with this is that it would create a bit of an asymmetry that would need to be corrected; if we introduce one Departamento, we might need to introduce the rest, and that's hundreds of new entities and new relationships to deal with.

So, I'll leave it up to discussion whether they should be added or if cities should be also considered departamentos and/or if the aforementioned venue should just be a part of the Entre Ríos entity.
