Request :

I am requesting the addition of Paris 20 districts, called "arrondissements" in French.

They are widely used for begin/birth/death/headquarters locations (1) (2) (3) or group names (1) (2). 

The English Wikipedia article is complete . It gives also their begin dates :

• Begin date of the arrondissements 1 to 12 : 1795.
• Begin date of the arrondissement 13 to 20 : 1860.

Issue to note :

The Paris area already have 3 parts :

• Goutte d'Or : Fully in the 18th District ! Cool ! Wikipedia.
• Ménilmontant : Fully in the 20th district ! Nice ! Wikipedia.

• Belleville (very well known neighbourhood, but mainly an ex-city absorbed by Paris in 1860) : The neighbourhood i covered largely by the 19th and 20th districts, and have small part in the 10th and 11th. Is it an issue to have multiple "part of" for one sub-district ? Wikipedia.
