Improve login error reporting

      It should be possible to show users different errors for the following cases:

      1. Non-existent username
      2. Incorrect password
      3. Error accessing webservice
      4. Error in site

      Currently, at least some of these produce an ISE: https://github.com/bookbrainz/bookbrainz-site/issues/70
