issues with finding the "[no linguistic content]" in language search

      there are issues finding the special language "[no linguistic content]" in the language search
      "no" seems not not find it, editing a work seems to not find it but adding it ina new work seems to,

      expectation:
      searching for "no" will find it as one of the first 2-3 languages

      additionally, there might be a good idea to have it atop with [multiple languages] at all times
