I'm closing this as uncomplete for now, the reason being that after extensive research it's hard to pin-point what exactly this is.
According to https://web.archive.org/web/20220526073332/http://www.hotpipes.com:80/pipe0026.html -> https://web.archive.org/web/20040820135417/http://nizarb.aiesec.ws/stories/storyReader$22 and some information on Grove, it appears it's actually a two horn instrument similar to alboka, arghul or mijwiz.

But it Also appears there is another bagpipe called zukra (possibly), but this one is difficult because it's confused with mezwed, as well as also the name of a shawm/oboe like that's similar to https://beta.musicbrainz.org/instrument/826a3a61-75ce-4620-9890-241f118d99e9 (which it is also mixed with) and also clunked together with the general term (see the instrument https://beta.musicbrainz.org/instrument/cd085f1b-639e-46fb-bf9d-4121ad2d732e description) which is also confused with the zourna, sornay, etc other shawms.

And according to even https://en.wikipedia.org/wiki/Zukra if it's a bagpipe or a two-piped bagless seems to be unclear.

In closing there simply isn't enough info to add this; if it's a two-piper or single reed it's probably the same as zurna, and as a bagpipe there isn't enough information to differentiate it from the mezwed.

Please reopen with more information (ESPECIALLY how to differentiate!) if such is found.
