Timescale writer can fail to connect to the database

      After a general loss of connectivity of our whole infrastructure (due to Hetzner maintenance), timescale-writer did not recover after recovering connectivity.
      It was unable to find pgbouncer-master and as such unable to connect to the database.

      That meant we were not ingesting any listens for about 8 hours.
