Allow filtering for user in fresh release API

      Currently, https://api.listenbrainz.org/1/explore/fresh-releases/ returns all the fresh releases. It would be nice to be able to only get the fresh releases for a specific user like https://listenbrainz.org/explore/fresh-releases/

          The endpoint already exists but was undocumented, I have fixed that in https://github.com/metabrainz/listenbrainz-server/pull/3098. Meanwhile the endpoint is https://api.listenbrainz.org/1/user/lucifer/fresh_releases.
