It appears that the FCGI manager we're using starts all the processes at the beginning and does not adjust this number dynamically. For starters, I've changed it to start 50 processes, but I think we will need to go higher. In effect this is the same as the MaxClients setting in apache, which I think (IRCC) is 250 right now.

Without FCGI running we have 310 processes, so anticipating 250 processes we should put it at say, 600?
