CritiqueBrainz, running on Sakura, needs to have non-rate limited access to the MB WS. To accomplish this we should:

1. Create a rate limit bucket for sakura with a really high limit (effectively non-rate limiting CB)
2. Figure out how CB can connect to the rate limiter directly. (in IRC ian said: we'd need to also make sure the musicbrainz-full config listens on whatever DNS address we have sakura use, but that's easy)

Please implement this new bucket and comment on how CB should connect to the rate limiter. Then assign this ticket to Gentlecat.
