The DBDefs setting EMAIL_BUGS is configured correctly, and none of the code otherwise changed, so I believe this is a hosting issue. Catalyst::Plugin::ErrorCatcher::Email appears to delegate email sending to MIME::Lite, which uses sendmail by default.
