In order to implement MBS-10546, musicbrainz-search-indexes-dump container should be allowed to:
1. query Solr Collections API (hosted on mb-solr-X) to LIST collections and BACKUP each collection,
2. retrieve and erase backup files through rsync,
3. organize, pack and move these files to FTP.
