Add JIRA-incorporation support to MediaWiki

http://www.mediawiki.org/wiki/Extension:JiraIssueList (and the dependancy http://www.mediawiki.org/wiki/Extension:CollapsableText , which is useful in of itself, too).

This would avoid the need for http://wiki.musicbrainz.org/Page_Status_Switchboard to be manually updated (which hasn't really been happening) whenever new proposals or trouble tickets are added to JIRA.
