Change Docker daemon setup to use cgroup v2

      Related to eventually using block I/O weights to address MBS-12538.

      Docker (23.0.1) daemon is currently using cgroup v1 which is deprecated since Docker 20.10. It should be set up to use cgroup v2 instead. Not sure about potential requirements. Likely to be done at the same time as MBH-581.
