When merging two works set as parts of the same work, one with order and one without order, the merged work is still linked to the parent work twice. In the same way we drop a relationship without dates if we have one with dates (but keep both if they have different dates), we should drop a relationship without part order if we have one with it (but keep both if they have different orders).
