Genres are currently inserted and edited in the same way as collections (with direct database queries that don't use the edit system). We should edit them further to use the edit system (like other restricted entities such as instruments and areas). This involves adding Add genre, Edit genre and Remove genre edit types (merging is not being implemented at the moment), and will allow storing edit notes and history so that we can figure out the reasoning behind adding / changing genres in the future.
