A release annotation got downvoted but was not subsequently removed.

Note about the fix: it makes the change not be shown at all until the annotation edit is accepted, while now they would be shown immediately. These edits are usually autoedits unless the user explicitly asks to make it open for a vote, so in that case it follows they aren't sure whether the annotation should look like that or not and it's better to not show the pending annotation on the page.
