Following banner is only shown when the edit which added the entity is already applied.

It should also be shown when the edit is still open.

Rationale: Some editors, especially beginners, add new entities as votable edits but don't use it for anything or at least add links. They won't see see the message and might be surprised as to why the entity got removed later.
