Currently the link for creating a new collection is nearly at the bottom of the page under the heading of "Collaborative collections". 

This is sub-optimal for two reasons:

1. If there are already many collections one has to scroll down
2. A collection can't be created on behalf of another user, thus the creator is the owner by default
