If a release does not have an attached medium (for example when you trigger a quirk while creating from TOC and only the release), you cannot attach a TOC to it; you must create the medium, then upload the TOC to it (as seperate steps, without pre-population of track numbers and lengths). It should be possible to create the medium with a TOC upload in one go.
