Use fix-version link, not filter in "updated tickets" banner announcement

      in the updated tickets banner on beta, the link is to https://tickets.metabrainz.org/issues/?filter=10715

      This is fine and all, but as I've already visited that link many, many times it's not clear that these are *new* tickets
      to better facilitate this, maybe use the fix-version as a link in the banner
      (for example, the most resent fix version would be https://tickets.metabrainz.org/issues/?jql=project+%3D+MBS+AND+fixVersion+%3D+2020-10-19 )

      a bit extra work for whoever's writing the banner announcement - but much clearer that this is an "(yet unfollowed, so therefore set of new, tickets, to test" link
