As per comments on MBS-9539, XML-only submission endpoints don't seem to currently accept fmt=xml. That's generally useless there, since there's no JSON version, but a) we might eventually have one and b) it's easier if the user can consistently add fmt and doesn't have to figure out which ones work or don't.
