Right now, any edit search with a date finds results for the given date in UTC. "between 2 AM today and 3 AM today" for example shows me edits that say they were entered between 5 and 6 AM (in my local timezone, which we use for display).

The edit search should have a timezone selector by any date conditions. It should default to the timezone in use by the editor on a new search, but be saved in the GET params so that a link to an edit search list keeps the intended time zone even if other editor opens it.
