Currently it's only possible to move disc IDs to existing releases.

It would make for a much better workflow if a new release could be created when attempting to move a disc ID. This also brings feature parity with CD stubs for which editors already have the choice to either attach it to an existing release or create a new one.

It also happens quite often that editors notice themselves they just added a disc ID to the wrong or a slightly different release:
